Żuławska Kolej Dojazdowa is an initiative of the Pomeranian Railway Enthusiasts' Association (PTMKŻ). The Society, together with the district office in Nowy Dwór and the communes of Sztutowo and Stegna, made efforts to recreate the narrow-gauge railway in Żuławy. The narrow-gauge railway in Żuławy appeared at the end of the 19th century to transport sugar beets to the sugar factories in Żuławy. The narrow-gauge railway with a track width of 750 mm connecting towns in Żuławy Wiślane was closed in 1996. In 2001, the Nowy Dwór County Office transferred part of the railway line leased from PKP and its rolling stock to the company for free use, and two years later the entire railway line leased from PKP. The first train traveled on August 15, 2002. A year later (June 21, 2003), scheduled connections from Nowy Dwór to Sztutowo and the Right Bank of the Vistula were launched.
